The Day After - Beyond Temporary Stabilization, Lebanon Needs to Build a State

Even after a ceasefire agreement is concluded, any ensuing stability in Lebanon risks to be short lived if the country does not address the structural problems that have compromised state building for decades now.  


In this white paper, we present the existential risks facing Lebanon in the upcoming period, as well as the policy priorities that are needed to address them. 


We argue that the state’s ability to reclaim its sovereignty, and its capacity to engage the Lebanese on an inclusive and forward-looking reconstruction and reform agenda will be key in determining the country’s future.
