Statement on the New Public Procurement Law

On 30 June, the Lebanese Parliament adopted the Public Procurement Law that sets 

the outline of the public procurement process, its implementation, and monitoring, in line with international standards that ensure fair, equal and transparent competition and encourage local economic development and national production.


Kulluna Irada commends the work done by the “Institut des Finances Basil Fuleihan” for drafting, through an inclusive and evidence-based methodology, a modern public procurement law, that constitutes one of the pillars of public policy and reform in the face of corruption. 


We also underscore the central role of the State in implementing any reform agenda which this current political establishment has failed to do, capturing instead the institutions in favor of its own benefit and to fulfill its personal political and sectarian desires. 


Hence, we insist on the urgent political transition towards a secular state based on the rule of law, starting with the formation of an independent government with temporary exceptional legislative prerogatives to halt the economic and social freefall and kickstart a recovery process for Lebanon.
